Challenges in updating bpc registration: barriers to digital access and inclusion

Abstract

This study aims to analyze the challenges faced by beneficiaries of the Continuous Benefit Payment (BPC) in the registration update process, highlighting access barriers and digital exclusion as factors that limit the full exercise of this right, demonstrating the need for inclusive policies that eliminate these inequalities and facilitate the use of electronic means. The research used descriptive, qualitative and bibliographic methodology, based on legislation, academic studies and official documents. First, the BPC is addressed as a fundamental right guaranteed by the Organic Law of Social Assistance (LOAS), highlighting its importance in guaranteeing the dignity and social inclusion of people in vulnerable situations. Then, it discusses how the digitalization of processes, although aimed at modernizing services, has accentuated existing inequalities by requiring technological skills and access to the internet, resources that are not always available to this population. The results indicate that digital exclusion represents one of the main obstacles to the permanence of beneficiaries in the program, directly affecting their right to the benefit. As a limitation of the research, we highlight the lack of field research with BPC users, which could provide more in-depth data on their experiences. We conclude that, in order to ensure BPC as an effective right, it is essential to develop public policies that promote digital inclusion and equitable access to social services.
