ANALYSIS OF THE MAIN FUNDING SOURCES AND THEIR INFLUENCE ON THE FINANCIAL SUSTAINABILITY OF BRAZILIAN SOCIAL SECURITY

Abstract

With the theoretical scope of the recurring and divergent discussions on the financial sustainability of the Brazilian Social Security, this article focused on its constitutional premise as a portfolio of public policies that result in actions aimed at guaranteeing social protection to the population, in effect, ensuring basic rights: Social Security, Health and Social Assistance, from the perspective of human dignity, solidarity and social justice. Thus explained, the theoretical outline in the development of this research was defined by its objective established in the purpose of analyzing the main sources of funding for social security and their possible influences on the condition, if not surplus, but sustainable for the Brazilian social security. Thus defined and in order to better achieve this intent, the present study focused on the relationship between funding and the financial sustainability of Social Security in Brazil, analyzing the evolution of legal diplomas in the constitutional and infra-constitutional scope. Having bibliographical research as its methodological bias, since its discursive spectrum is primarily a literature review, therefore, of the qualitative type, although throughout its development it was necessary to place indicators in tables and graphs, this did not change its proposed character.
